What do my regional percentages actually mean?

Your percentages show how strongly your genome clusters with the ancient genetic patterns in each regional anchor. A higher percentage means your DNA is more similar to people whose deep ancestry is rooted in that geographic zone.

These are not claims about where your recent relatives were born. They reflect patterns over deep timescales β€” thousands and thousands of years.
